The work of Federal, State, and Local Agency primary teams do not happen in a vacuum. The teams responsible for End to End Product Development and Program Management are interconnected with other areas of Agency operations, including downstream systems such as those controlled by and used by Government Employees and Citizen end users. It is imperative that alignment be achieved across all stages of the Federal, State, and Local Agencies’ operations to maximize effectiveness and operational excellence. Procurement is only the first step in the process to develop new solutions to support Government Employees. Following the decision to procure a solution, substantial amounts of research, design, strategy, planning, innovation, ideation, and requirements management must be completed to aid in selecting the correct solution.
